SECURITY PROFILE
The Fire Protection Consortium, Inc. (FPI), founded in 2001, FPI is headquartered in Chicago, Illinois and has offices in Florida and California. FPI, through its international representation and professional contacts, provides government, businesses and individuals with information, analysis, training, and consultation and documentation to mitigate the growing risks associated with the physical threat of fire and criminal activity.

FPI is comprised of multi-disciplinary professionals developing proactive and comprehensive solutions designed to mitigate the risks that organizations are likely to face such as fire, smoke and attacks on physical, intellectual, financial and human assets, terrorism and workplace violence.

FPI is divided into two practice areas and is managed along those lines. The two practice areas are the following:

Fire Protection and Fire alarm Consulting and Design Engineering.

Security Consulting and Security Systems Design and Engineering.

FPI provides their clients with a full range of consulting services promoting workable recommendations concerning risk mitigation.

FPI Security is the professional security consulting and engineering service group of FPI. FPI security employees have provided security management, consulting, planning, design, and engineering services over the last 33 years and have institutional knowledge and experience gained from hundreds of security consulting and design engineering project assignments.

FPI security employees have conducted security assessments for a number of diverse clients. Clients seeking resolution to simple or complex situations, short or long-term challenges rely on FPI as a trusted provider. Our security professionals work to identify and define a problem, design and assist in the implementation of an effective solution, and deliver recommended corrective actions to minimize future exposures. The collective expertise within FPI enables the Security Group to be a true sole-source solution. FPI’s nationwide footprint and international presence provides clients a high level of accessibility and responsiveness.

FPI employees have completed hundreds of security projects that encompass a wide range of facilities including, but not limited to, airports, office buildings, government buildings, educational institutions, research laboratories, industrial facilities, banking and financial institutions, hotels and resorts, residences and master planned communities, institutional buildings and campuses, parking structures, and facilities supporting critical national infrastructure.

Our full scope of services takes a project from master planning through construction and includes facility review, risk assessment, security systems planning, design and engineering, architectural security recommendations, system specification, bid award assistance, and construction and installation management.



APPROACH

The concepts and strategies used by FPI Security follow the recognized security principles of “Crime Prevention through Environmental Design” (CPTED), “Concentric Zones of Protection” (CZP) and Integrated Design Philosophy (IDP).
Crime Prevention Through Environmental Design (CPTED)

CPTED is a concept that seeks to utilize planned passive resources such as architectural barriers, landscaping, and lighting to reduce the necessity of traditional technical and operational security elements to reduce vulnerability to crime.

The following key concepts of CPTED are used to enhance security at a property:

Natural Access Control: Use of doors, fences, shrubbery and other man-made and natural obstacles to limit access to a building or other defined space.

Natural Surveillance: Increasing visibility by occupants and casual observers (police, others) to increase the detection of trespassers or misconduct within a facility.

Natural & Structural Boundary Definition: Establishing a sense of ownership by property owners or building occupants to increase vigilance in identifying trespassers. This sends the message that would-be-offenders will be identified.

Concentric Zones of Protection (CZP)

The concept of “Concentric Blocks of Protection” is based on varying levels of protection originating at the surrounding Landscape, site perimeter, building perimeter, lobby areas and interior specialty controlled areas, becoming increasingly more stringent as one proceeds through each level to reach the most critical secured areas.

This concept and the associated diagram have been modified by introducing “Intervention Zones.” These intervention zones provide an opportunity for control (Fence, Locked doors), detection (Door Contacts, Motion Sensors), evaluation (Cameras), and response to undesired activity (Security or Police), intruders or other unauthorized individuals entering secured areas.



Integrated Design Philosophy (IDP)
The Integrated Design Philosophy establishes effective security through the integration of electronic systems with architectural elements, enhanced by security staff and procedures. When the integration of these elements is effectively executed, a synergy is created that meets the required level of security.

Physical: Architectural security measures that include items such as perimeter barriers, exterior lighting, critical building services, spatial adjacencies and control barriers.

Technical: Electronic security measures which address items such as automated access control, perimeter alarm monitoring, closed circuit television, intercom, etc.

Operational: Personnel security measures implemented to adequately staff critical areas within the facility with trained security personnel and to modify human behavior through security policy and procedure improvements and direction.
